Committee Mission
The purpose and mission of the Committee is to promote advocacy goals aligning the interests of all stakeholders in various chapters. The aim will be to have advocacy missions making it a thriving environment for investors to actively invest in all real asset classes in the Asia-Pacific region. Policies for greater cross-border investments and collaboration should be encouraged.
Objectives
- To promote knowledge sharing & induct best practices across Asia and encourage more countries to share their advocacy reports.

Mr. Sanjay Dutt is the MD & CEO of Tata Realty & Infrastructure Ltd and Tata Housing Development Company Ltd. Mr. Sanjay has over 28 years of experience in the Real Estate Development and Consulting space.Mr. Sanjay Dutt is the MD & CEO of Tata Realty & Infrastructure Ltd and Tata Housing Development Company Ltd. Mr. Sanjay has over 28 years of experience in the Real Estate Development and Consulting space.
He is managing 20 ongoing projects measuring across 13 cities in India, Sri Lanka & Maldives, which includes Commercial, Retail, Hospitality and Residential (Luxury/Premier, Affordable, Second Home & Mixed-Use Township). He is also involved in the management of the infrastructure projects, which includes 3 rope ways, 4 roadways & a Metro project in Pune.
In his previous role, he was the CEO India Operations & Private Funds with The CapitaLand, a multinational Alternative Asset Management Company focusing on real estate, infrastructure and private equity.
Sanjay spent 23 years with globally top 3 real estate consulting companies. He was MD South Asia at Cushman & Wakefield (2001-2008 and 2012-2016), also CEO Business with JLL (2008 – 2012) and was one of the founder member of CBRE, India (1996-2001).Sanjay holds a Post-Graduate in Marketing & HR from the International Management Institute. He is the Chairman South Asia - RICS, Joint Chairman of the FICCI - Real Estate Committee and Chairman APREA Asia-Advocacy Committee, Advisory Board NAREDCO and Co-Chairman of ASSOCHAM – Ease of Doing Business Council and a member of CoreNet Global.

Shagoofa Rashid Khan, Senior Partner in the Mumbai office, leads the Investment Funds Practice. She has nearly 25 years of experience across structuring funds, managed accounts, fund documentation, private equity, acquisitions / exits/ restructuring / joint ventures and strategic initiatives (real estate and infrastructure sectors), international taxation and planning, corporate and commercial laws, business advisory, compliance, governance, ethics advisory, audit and finance. She has led the investment funds practice in leading Indian law firms and her clients included sovereign funds, pension funds and marquee global and domestic fund managers. She has also been in-house counsel for over 12 years and been responsible for legal, compliance, regulatory, governance and corporate affairs in leading Indian fund houses. Having been in the fund industry for more than two decades, she has hands-on experience across the life cycle of a fund from structuring a fund product to winding up.

Mr. Abhishek Agrawal is the Chief Financial Officer and has been associated with Embassy REIT since August 2020. He has previously been the interim Chief Financial Officer from June 2022 till July 2023, prior to which he handled the role of Finance Controller of the Manager which included financial reporting, budgeting and management reporting, risk management and internal controls, compliance, business finance activities, fund- raise and valuations. Prior to joining the Manager, he was associated with S. R. Batliboi & Associates LLP between April 2008 and January 2017 and B S R & Co. LLP between January 2017 and August 2020 where he was Associate Director – Assurance and Audit Services. He has handled audits of large listed and unlisted companies across various sectors and specialised in the real estate sector with specific focus on commercial real estate. He was also involved in various assignments for the firms, including capital market transactions, assurance services for listed companies and leading large audit and assurance assignments.

Norman is a Senior Partner in Rajah & Tann Singapore LLP and has been in active legal practice for the last 36 years. He joined the firm’s Corporate Real Estate Practice in 2017, with his team of 7 lawyers from Dentons Rodyk & Davidson (formerly Rodyk & Davidson) . The team has grown to 15 lawyers in addition to the existing lawyers of the Corporate Real Estate Department. He started his career at Rodyk & Davidson as a Practice Trainee from 1981 and was called to the Singapore Bar in 1982.
Norman graduated with LLB (Hons) from the National University of Singapore in 1979 and took his postgraduate for LLM with the London School of Economics and Political Science in 1984 and was under Secondment to Clifford Turner (now Clifford Chance) for a year after his postgraduate studies. He was under Scholarship from the Firm during the period he was away.

Neeraj has deep expertise in supply chain transformation, having led major engagements across FMCG, pharma, EPC and other sectors. He has served over 500 clients across 15+ countries and holds strong ties with KPMG member firms in ASPAC. His advisory spans international trade, regulatory frameworks and global sourcing strategies. Neeraj has contributed to multiple government and industry forums, including FICCI, CII and the Central Government Task Force. A prolific thought leader, he has authored 80+ articles and 50+ reports and is a frequent speaker at global conferences. He has received numerous industry awards, including in supply chain and real estate. In 2024, he was the recipient of the prestigious Exemplary Business Leadership Award at the Indo-UK Global Business Conclave at the House of Commons.
